Habakkuk prophesied just before (and probably during) the brutal rampage of Israel by the Babylonians.
God makes it clear that HE is raising up and using this wicked instrument to discipline his people –
“Look among the nations, and see; wonder and be astounded. For I am doing a work in your days that you would not believe if told. 6 For behold, I am raising up the Chaldeans, that bitter and hasty nation, who march through the breadth of the earth, to seize dwellings not their own.
STAGE 1: Habakkuk complains about God’s dealings and the means of those dealings –
O Lord, how long shall I cry for help, and you will not hear? Or cry to you “Violence!” and you will not save? 3 Why do you make me see iniquity, and why do you idly look at wrong? Destruction and violence are before me; strife and contention arise. 4 So the law is paralyzed, and justice never goes forth. For the wicked surround the righteous; so justice goes forth perverted.
Are you not from everlasting, O Lord my God, my Holy One? We shall not die. O Lord, you have ordained them as a judgment, and you, O Rock, have established them for reproof. 13 You who are of purer eyes than to see evil and cannot look at wrong, why do you idly look at traitors and remain silent when the wicked swallows up the man more righteous than he?
God answers by calling him, and all, to faith with a sovereign decree about his glory filling the earth –
And the Lord answered me: “Write the vision; make it plain on tablets, so he may run who reads it. 3 For still the vision awaits its appointed time; it hastens to the end—it will not lie. If it seems slow, wait for it; it will surely come; it will not delay. 4 “Behold, his soul is puffed up; it is not upright within him, but the righteous shall live by his faith.
For the earth will be filled with the knowledge of the glory of the Lord as the waters cover the sea.
STAGE 2: Habakkuk surrenders to the dealings, grits his teeth, prays for mercy in the midst of sure wrath –
O Lord, I have heard the report of you, and your work, O Lord, do I fear. In the midst of the years revive it; in the midst of the years make it known; in wrath remember mercy.
STAGE 3: Habakkuk embraces the dealings with rejoicing and declarations of faith in the Lord –
Though the fig tree should not blossom, nor fruit be on the vines, the produce of the olive fail and the fields yield no food, the flock be cut off from the fold and there be no herd in the stalls, 18 yet I will rejoice in the Lord; I will take joy in the God of my salvation.
STAGE 4: Habakkuk is equipped by the dealings with NEW FEET for TREADING OF “MY HIGH PLACES" –
God, the Lord, is my strength; he makes my feet like the deer's; he makes me tread on my high places. To the choirmaster: with stringed instruments.
