Jesus links being filled with the Spirit with being on mission, Acts 1:8. In fact, he said that the disciples would be baptized with the Holy Spirit so that they might be witnesses everywhere. As you look at the book of Acts you can observe that the Spirit is filling the disciples to be witnesses in many situations as they make disciples of the nations in the midst of violent opposition.
Peter is filled on the day of Pentecost in Acts 2 in order to speak in another language to declare the glories of God in Christ to the nations gathered in Jerusalem. He is filled again in Acts 4 before religious leaders that were threatening his life to make a bold witness for the gospel. He was filled once again in Acts 4 during a prayer meeting in order to speak the word of God in boldness.
The point is that Holy Spirit fulness is closely connected with the kingdom mission of witnessing to Christ. If you long for more fulness in the Spirit, I suggest a life of mission in the name of Jesus. The Spirit of of God loves to fill those that have committed themselves to the commission from God, which is the making of disciples in all the nations.
